Die EU-Osterweiterung wirft hinsichtlich der Belastung des EU-Haushaltes erhebliche Fragen auf. Das trifft für beide große Politikbereiche, die aus dem EU-Budget finanziert werden, zu; die Agrarpolitik und die Strukturpolitik. In diesem Beitrag werden nur die Auswirkungen der Übertragung der Gemeinsamen Agrarpolitik (GAP), wie sie in der Agenda 2000 festgeschrieben ist, auf die 10 Beitrittskandidaten Mittel- und Osteuropas analysiert. Die Untersuchung zeigt, dass mit zusätzlichen Ausgaben in Höhe von 8 Mrd. Euro für die wichtigsten Ausgabenbereiche zu rechnen ist. Der Großteil dieser finanziellen Transfer-leistungen fließt als Direktzahlungen den Landwirten zu. Dabei zeigt sich, dass die Verteilung der Mittel zwischen den Ländern sehr ungleich ist, wenn man sie auf die Fläche oder die Arbeitskraft bezieht. Auf dieser Basis sind sie aber auch erheblich niedriger als in der EU-15. Schwer zu beantworten ist die Frage, wie viel von den Direktzahlungen bei den die Fläche bewirtschaftenden Landwirten verbleiben und welcher Teil an die Verpächter von Land weitergereicht wird. Auf Grund des in einigen Beitrittsländern hohen Pachtanteils ist diese Frage von erheblicher Bedeutung für die Transfereffizienz. Die gesamten im Zusammenhang mit der GAP zu leistenden Ausgaben aus dem EU-Haushalt sind höher als die hier ausgewiesenen, da nicht alle Bereiche in die Analyse einbezogen worden. Dazu zählen die Verwaltungsausgaben sowie die Erstattungen für einige Produkte wie Wein, Olivenöl, Obst Gemüse, Tabak und Schaffleisch. ; The East-Enlargement of the EU raises several questions regarding the EU-budget. This holds for both policy areas for which financial transfers are made out of the EU-budget; the structural policies and the Common Agricultural Policy (CAP). This paper focuses on the impact of implementing the CAP as specified in the Agenda 2000 in the 10 Central and Eastern European candidate countries. The analysis shows that about 8 Bill. Euro will have to be transferred for the main types of payments out of the EU budget to the new members. The larger part of these financial transfers will be direct payments and not measures for market support. It also becomes evident that these expenditures are quite unequally distributed among the candidate countries if one calculates them per hectare or per person working in agriculture. In addition, in comparison to the EU-15 they are substantially lower. It is rather difficult to say how of the direct payments will remain with the farmer and what share is going to be transferred to the land lessors. Since in some of the candidate countries, leased land holds a large share of total cultivated land this question is important for transfer efficiency. The overall expenditures to be paid from the EU-budget in relation to the CAP are higher than what is shown here since not all types of payments considered in the analysis. This holds for outlays for administrative purposes as well for commodities such as wine, olive oil, fruits, vegetable, tobacco and mutton.

Der vorliegende Beitrag untersucht die Konsequenzen der Integration im Agrar- und Ernäh-rungssektor zwischen den mittel- und osteuropäischen Anrainerstaaten und der EU. Die Analyse weist auf erhebliche strukturelle Probleme in vielen der zehn mitteleuropäischen Beitrittsländer (MEL) im Agrarbereich hin. So hat der Transformationsprozess in den meisten der MEL zu einer zum Teil bedeutenden Fragmentierung der Agrarstruktur geführt. Hier-durch wird die effiziente Nutzung der gegebenen Produktionsfaktoren zumindest mittel- und langfristig erschwert. Darüber hinaus wird die Wettbewerbsfähigkeit der Land- sowie der Er-nährungswirtschaft durch das niedrige Investitionsniveau behindert. Weitere Probleme erge-ben sich im nachgelagerten Sektor als Folge erheblicher Überkapazitäten und Mängel in den Bereichen Produkt- sowie Prozeßqualität. Verzögerungen bzw. Unterlassungen in der Gestal-tung und Entwicklung von Institutionen haben in der Vergangenheit zu einer Verstärkung der genannten Unzulänglichkeiten geführt bzw. sind ein Grund, warum die aufgezeigten Defizite ein erhebliches Beharrungsvermögen aufweisen. Ein bedeutender Produktionsanstieg in der Land- und Ernährungswirtschaft der MEL ist als Folge eines EU-Beitritts nicht zu erwarten. Dies bestätigen auch die hier vorgestellten Simulationsrechnungen. Die Modellanalysen zeigen darüber hinaus, daß durch die Übernahme der EU-Agrarpolitik mit finanziellen Auswirkungen sowohl für die Landwirtschaft als auch die Verbraucher in den MEL zu rech-nen ist. Die Einnahmen der Landwirtschaft inklusive der Bodeneigentümer nehmen in einer Größenordnung von 6,8 Mrd. Euro p. a. zu. Die Verbraucher erleiden dagegen Wohlfahrts-verluste von etwa 0,4 Mrd. Euro. Die Marktordnungskosten, die aus dem EU-Haushalt finan-ziert werden, betragen knapp 7,5 Mrd. Euro. In den Beitrittsländern sind noch erhebliche Anstrengungen notwendig, um die Landwirt-schaft und besonders die Verarbeitungsindustrie in ihrer Wettbewerbskraft zu stärken, damit sie gegen die erhöhte Konkurrenz in einer erweiterten EU bestehen können. Zwei Bereiche kommen hierfür insbesondere in Frage; die Auflösung des Reformstaus bei der Gestaltung und Entwicklung von Institutionen sowie die Implementierung effizienter agrar- und regio-nalpolitische Maßnahmen. ; The consequences of integration of the agricultural and food sectors between the Central and Eastern European candidate countries and the EU are investigated in this paper. The analysis indicates substantial structural problems in the agricultural sector of most Central European countries (CECs). In most of these countries, the transition process resulted in a highly frag-mented farm structure. This impedes the efficient use of the given production factors, at least in the medium and long term. Furthermore, the competitiveness of both sectors is hampered by low investments. Additional problems in the downstream sector are the result of signifi-cant excess capacities and insufficient product and process qualities. Delays and failures in creating and developing institutions has led to a reinforcement of these problems and is an important reason why these deficits are very persistent. EU-accession of the CECs will not result in a significant increase in production of agriculture and the food processing industry. This is confirmed by simulation results presented in this paper. Moreover, the analysis shows that farmers including land owners in CECs are likely to benefit from the implementation of the Common Agricultural Policy of the EU at about 6,8 billion Euro per annum. In contrast, consumers may suffer a relatively small annual welfare loss of about 0,4 billion Euro. The CAP expenditures financed by the EU-budget amount up to 7,5 billion Euro per year. In the acceding countries, great efforts are still required to strengthen the competitiveness of agriculture and food processors so that they are able to stand up to the strong competition prevailing in the EU. For this, two aspects are particularly important; to make much stronger progress in creating new and adjusting existing institutions as well as to implement efficient agricultural and regional policies.

This paper analyzes why the Association Agreements between the Central and Eastern European countries, referred to as Central European Associates (CEAs), and the European Union (EU) have failed with respect to agriculture. In the first part of the paper the development and importance of agricultural trade in the CEAs is described. It is shown that the EU is the most important trading partner in agricultural and food products for the CEAs. However, in recent years the trade balance for agricultural and food products between these countries and the EU has changed in favor of the latter; this is contrary to the aim of these agreements. Important external and internal factors determining trade relations between the EU and the CEAs are identified and discussed in the second half of the paper. These include the development of the real exchange rates, restrictions in the levels of domestic production, inadequate food quality compared to EU products, and insufficient sanitary standards in and a lack of competitiveness of the processing industry. These factors offset agricultural and food policies which have been aimed at protecting and supporting agriculture and the food processing industry in all CEAs but Bulgaria and Romania. In the last two countries, agricultural and food policies have primarily protected consumers at the expense of these two sectors. ; Die Assoziierungsabkommen zwischen den Mittel- und Osteuropäischen Ländern (MOEL) und der Europäischen Union haben im landwirtschaftlichen Bereich nicht den erhofften Erfolg gebracht. Der vorliegend Beitrag untersucht die Gründe für dieses partielle Scheitern. Im ersten Teil des Papiers wird die Entwicklung und Bedeutung des Agrarhandels der MOEL beschrieben. Dabei zeigt sich, daß die EU für die meisten MOEL im Agrarbereich der wichtigste Handelspartner ist. Die Handelsbilanz für Agrar- und Ernährungsgüter zwischen den MOEL und der EU hat sich in den letzten Jahren jedoch zu Gunsten der Europäischen Union verändert; eine Entwicklung, die dem Ziel der Assoziierungsabkommen widerspricht. Wichtige externe und interne Faktoren, die die Handelsbeziehungen zwischen der EU und den Assoziierungsländern bestimmen, werden im zweiten Teil des Beitrags aufgezeigt und diskutiert. Hierzu gehören die Veränderung der Realen Wechselkurse, Begrenzungen in der inländischen Agrarproduktion, unzureichende Nahrungsmittelqualität im Vergleich zu den in der EU erzeugten Produkten, unzureichende sanitäre und phytosanitäre Standards und mangelnde Wettbewerbsfähigkeit in der Verarbeitungsindustrie. Diese Faktoren können auch nicht durch die Agrarpolitik dieser Länder kompensiert werden, die mit Ausnahme von Bulgarien und Rumänien in allen Assoziierungsländern auf einen Schutz des landwirtschaftlichen Sektors ausgerichtet ist.

The availability of efficiency estimation software - freely distributed via the internet and relatively easy to use - recently inflated the number of corresponding applications. The resulting efficiency estimates are used without a critical assessment with respect to the literature on theoretical consistency, flexibility and the choice of the appropriate functional form. The robustness of policy suggestions based on inferences from efficiency measures nevertheless crucially depends on theoretically well-founded estimates. This paper addresses stochastic efficiency measurement by critically reviewing the theoretical consistency of recently published technical efficiency estimates with respect to economic development. The results confirm the need for a posteriori checking the regularity of the estimated frontier by the researcher and, if necessary, the a priori imposition of the theoretical requirements. ; Die Verfügbarkeit von Software zur Effizienzbestimmung, die gratis über das Internet zugänglich ist und relativ einfach im Gebrauch ist, führte in letzter Zeit zu einem starken Anstieg entsprechender Anwendungen. Die daraus resultierenden Effizienzwerte werden ohne kritische Betrachtung hinsichtlich theoretischer Konsistenz, Flexibilität und Auswahl der passenden Funktionsform verwendet. Wie haltbar sich Anregungen für die Politik erweisen, die aus Effizienzmessungen abgeleitet wurden, hängt entscheidend von der theoretischen Fundierung der Schätzwerte ab. Diese Arbeit beschäftigt sich mit der stochastischen Effizienzbestimmung und stellt eine kritische Überprüfung der theoretischen Konsistenz kürzlich veröffentlichter technischer Effizienzschätzwerte im Bereich Entwicklungsökonomie dar. Die Ergebnisse bestätigen, dass es notwendig ist die Regularität der geschätzten Effizienzgrenze nachträglich zu überprüfen und gegebenenfalls a priori theoretische Restriktionen aufzuerlegen.

The Central and Eastern European Countries Agricultural Simulation Model (CEEC-ASIM) has been developed at IAMO. It is a partial equilibrium model for the agricultural sectors of 14 countries including demand of domestic consumers and is designed to analyse the impacts of agricultural policies on important target variables like producer and consumer prices, supply and input demand of agriculture, food demand, net trade and welfare. Particular efforts were undertaken to implement also the policy instruments of the Common Agricultural Policy of the European Union. These besides the market price support measures also include the different forms of domestic support as for example area payments and beef premiums. Also the set-aside obligations and production quotas can be taken into account. This discussion paper serves as a model documentation and describes the structure of the model along with the basic modelling assumptions. The model is essentially based on neoclassical theory. The main hypotheses are perfect markets, profit maximisation of producers and utility maximisation of consumers. ; Das Central and Eastern European Countries Agricultural Simulation Model (CEEC-ASIM) ist am IAMO entwickelt worden. Es ist ein partiales Gleichgewichtsmodell für die Agrarsektoren von 14 Ländern und umfasst auch die Nachfrage der Verbraucher. Insbesondere ist es für die Analyse der Auswirkungen von Agrarpolitiken auf wichtige Zielgrößen wie die Erzeuger- und Verbraucherpreise, Angebots- und Faktornachfragemengen der Landwirtschaft, Konsumentennachfrage, Nettohandel und Wohlfahrt erstellt worden. Besondere Anstrengungen sind unternommen worden, die Instrumente der Gemeinsamen Agrarpolitik der Europäischen Union in das Modell einzubeziehen. Diese umfassen neben den Maßnahmen der Marktpreisstützung auch verschiedene Formen der internen Stützung wie zum Beispiel die Flächenzahlungen und Prämien im Rindfleischbereich. Auch können Flächenstilllegungsverpflichtungen sowie Produktionsquoten berücksichtigt werden. Dieses Diskussionspapier dient als Dokumentation und beschreibt die Struktur des Modells sowie die grundlegenden Modellannahmen. Das Modell basiert im Wesentlichen auf der neoklassischen Theorie. Die zentralen Hypothesen sind vollständige Märkte, gewinnmaximierende Produzenten und nutzenmaximierende Konsumenten.

This book analyzes the transition of Russia's agro-food sector from a centrally planned system to a market-oriented one. The chapters set out to explain the initial conditions of transition, describe the measures undertaken, survey the current situation, and offer perspectives on how best to continue with the reform. Hence, the book not only provides insights into Russia's food economy, it also gives very valuable information about the process of transition and the question: What next? Within the Russian context, the food economy is of special importance, due to the relatively high share it represents in the economy and its importance for employment. Furthermore, the privatization and the restructuring of the country's agro-food sector is one of the most controversial issues in the ongoing domestic political debate about the reform process. Russia is also important in that its reintegration into the world economy is at stake. Russia's Agro-Food Sector: Towards Truly Functioning Markets should increase the understanding of the issues causing the cumbersome implementation of reform measures and, in so doing, might provide scholars and policymakers with advice on how to improve the transition process. In fact, one of the most important lessons from the book is that markets will continue to malfunction as long as institutions are not functioning properly

Croatia recently signed several trade liberalisation agreements. The cornerstones of its trade policy are WTO membership, the Stabilisation and Association Agreement with the EU and Croatia's application of membership as well as bilateral free trade agreements within the Stability Pact for South Eastern Europe. The objective of this paper is to quantify the impact of Croatia's agricultural trade policy on the agri-food sector. For the analysis, a partial equilibrium model based on 1999/2000 data is used. Trade between Croatia and Bosnia and Herzegovina, Hungary, Slovenia, the EU-15 and the rest of the world is modelled for 12 product groups. Three liberalisation scenarios are analysed for the years 2002 and 2005. The scenarios differ with regard to the tariff changes. In general, the model results indicate that reciprocal trade liberalisation is welfare improving for Croatia. The increase in consumer welfare is larger than the decline in farmers' profits and the loss of governmental tariff revenues. In conclusion, the continuation of trade liberalisation is to be recommended. However, trade policy alone will not solve the existing problems of the agri-food sector, and transitional compensation measures could be considered to avoid unacceptable hardship. The benefits of trade liberalisation are primarily to be seen in an improved access to international markets, which probably enables Croatian food processors to realise economies of scale. In addition, internationally binding commitments such as trade agreements are likely to foster the internal and international political credibility and reduce political risks. ; In den letzten Jahren hat Kroatien mehrere Handelsabkommen unterzeichnet. Die Hauptelemente der kroatischen Handelspolitik sind die Mitgliedschaft in der WTO, das Stabilisierungsund Assoziierungsabkommen mit der EU und der Antrag auf EU-Mitgliedschaft sowie die bilateralen Freihandelsabkommen innerhalb des Stabilitätspaktes für Südosteuropa. Ziel des vorliegenden Beitrages ist es, die Auswirkungen dieser Agrarhandelspolitik auf den kroatischen Agrar- und Ernährungssektor zu quantifizieren. Für die Analyse wird ein partielles Gleichgewichtsmodell verwendet, das auf Daten der Jahre 1999/2000 basiert. Für 12 Produktgruppen wird Kroatiens Handel mit Bosnien und Herzegowina, Ungarn, Slowenien, der EU-15 und dem Rest der Welt modelliert. Für die Jahre 2002 und 2005 werden drei Liberalisierungsszenarien untersucht, die sich bezüglich der Zolländerungen unterscheiden. Insgesamt zeigen die Modellergebnisse, das eine wechselseitige Handelsliberalisierung wohlfahrtssteigernde Effekte für Kroatien hat. Der Anstieg der Konsumentenwohlfahrt übersteigt den Einkommensrückgang der Landwirte und den Verlust an staatlichen Zolleinnahmen. Daher ist eine Fortsetzung der Handelsliberalisierung empfehlenswert. Allerdings kann die Handelspolitik alleine die existierenden Probleme im Agrar- und Ernährungssektor Kroatiens nicht lösen. Um unerwünschteHärten zu vermeiden, könnten für eine Übergangsphase Kompensationsmaßnahmen in Betracht gezogen werden. Der Nutzen einer Handelsliberalisierung ist vor allem in einem verbesserten Zugang zu internationalen Märkten zu sehen. Dies ermöglicht es kroatischen Verarbeitern wahrscheinlich, Skaleneffekte zu realisieren. Außerdem erhöhen international bindende Verpflichtungen wie Handelsabkommen die interne und internationale politische Glaubwürdigkeit und tragen damit dazu bei, politische Risiken zu reduzieren.

Over the last two decades, many countries around the world have been enthusiastically embarking on the path of decentralization. However, because of a preconceived idea that decentralization will automatically result in efficient allocation of public resources and due to the absence of an analytical framework and data, very little empirical work has been done in this area. Nor has much attention been given to an analysis of the factors enabling or constraining its outcomes. In this paper, we develop a theoretical model and use it to test empirically the impact of fiscal decentralization on rural infant mortality rates in India between 1990 and 1997. The random effect regression results show that fiscal decentralization plays a statistically significant role in reducing rural infant mortality rate and the results are robust. The results also show that the effectiveness of fiscal decentralization can be affected by other complementary factors such as the level of political decentralization.
